that we have just about reached the breaking point on taxation <br />and that government at any level ought to try to wean itself away <br />from this kind of "big brotherism." <br />Chairman Scurlock noted that in the items Fisted we only had <br />one new program, which was in law enforcement, and in the five <br />years this Commission has sat, we have reduced the amount -we have <br />funded significantly and only added a program for Spouse Abuse. <br />He requested Mr. Sink to review the programs listed and advise if <br />he had any specific suggestions. <br />Commissioner Bird explained to Mr. Sink that we are spending <br />probably 3 million dollars addition this year on law enforcement <br />related activities. We are very pro strong law enforcement. <br />Fred Mensing, Roseland, wished to know where the operation <br />of the Planning & Zoning Department cranks into the County's <br />expenses, and he was advised that it is included under the <br />General Purpose Municipal Service Taking Unit. <br />Mr. Mensing expressed his belief that in this area the <br />taxpayers are not getting their monies worth due to the "holier <br />than thou" attitude of the employees. He -did not have a problem <br />with spending the money if the Board will see that the citizen's <br />get their money's worth, but if that can't be done, he suggested <br />that we just fire the staff, save ourselves $470,000 and go to <br />zero growth. It would not only save money but save a lot of <br />aggravation caused by people who you can't reach at 11:30 because <br />they have left for lunch and you can't reach at 2:00 because they <br />aren't back yet. <br />Chairman Scurlock agreed there has been a problem in this <br />area in regard to having someone available during lunch hours, <br />and he and Acting Administrator Thomas have been working <br />together on this. He noted that the new Administrator will be on <br />board very shortly and undoubtedly will want to set his own <br />policy in this regard. He emphasized that he himself felt very <br />strongly that the attitude of any County employee should be that <br />13 <br />SEP ��� BOOK f'�,�E� <br />
