In regard to Federal Revenue Sharing, the OMB Director <br />informed the Board that there is a statute requirement that <br />requires advertising this particular budget ten days prior to the <br />final budget hearing. We have not met that advertising <br />requirement, and he, therefore, would like to ask the Board to <br />reschedule the hearing on the Federal Revenue Sharing funds to be <br />heard separately. He noted that actually we have been in <br />violation for several years on the advertising of this particular <br />fund, and he suggested that it be heard during a regular <br />Commission meeting. <br />ON MOTION by Commissioner Lyons, SECONDED by Com- <br />missioner Bird, the Board unanimously authorized <br />the proper advertisement of the hearing on the <br />Federal Revenue Sharing budget to be held during <br />a regular Commission meeting at a time certain as <br />recommended by the OMB Director. <br />Discussion followed on the County's historical use of the <br />Federal Revenue Sharing funds and the potential loss of these <br />funds in the future; it was explained to those present that over <br />the years the Commission has been wise enough to use these funds <br />only for capital items and not for regular operating expenses. <br />OMB Director Baird advised that at this time we are not <br />anticipating receiving any federal revenue sharing dollars. If <br />later we do receive some funds, it would be unanticipated <br />revenue. <br />Director Baird then announced the proposed budgets for the <br />other operating funds, enterprise and internal service funds, and <br />capital projects, as follows: <br />Federal Revenue Sharing <br />1985 Ref. 8 Improvement Bonds <br />Housing Authority Fund <br />Section 8 Rental Assistance <br />Police Academy Fund <br />Pistol Permits Fund <br />Secondary Roads Const.
