Director Baird explained that this involves the <br />engineering and purchase of right-of-way. <br />Chairman Scurlock advised that Public Works Director Davis <br />wants to renegotiate with the number one bidder because he wants <br />a 12% fee, and Director Davis says that is unacceptable. <br />- Acting Administrator Thomas asked if Director Baird felt <br />these projects have sufficient funding or can we come back later <br />and adjust these budgets. <br />OMB Director Baird explained that it is not necessary for <br />the Board to adopt the construction fund budget at this hearing. <br />Some counties don't adopt these budgets, but he felt it is good <br />internal control to establish them. He noted that he was not <br />happy with the breakdown of costs for the new County Health <br />Building and would suggest that that this could be struck off the <br />record. Discussion continued re the proposed County Health <br />Building on which there still are many decisions to be made re <br />space for data processing, microfilming, etc., and it was agreed <br />to strike this from the record. <br />OMB Director Baird informed the Board that he will have to <br />make a change in the amount listed for the Special Law Enforce - <br />22 <br />
