He, <br />therefore, needs to move $149,935 from the reserve to the <br />appropriate line item, but the total budget remains the same. <br />Re the 1985 Refinancing and Improvement Bonds, Director <br />Baird noted that the 1/2� sales tax was pledged as the revenue <br />source. He advised that the Sanitary Landfill is supported <br />through user fees and interest income, and the golf course budget <br />represents user fees, interest income and cash forward. Although <br />the jail will be finished October 24th, we still have retainage <br />and other expenses that will occur. <br />In regard to the Petition Paving Program, OMB Director Baird <br />felt this program will cover itself; the money keeps rolling over <br />as the people pay their assessments. <br />Board members believed this- is a very good program and <br />expressed interest in speeding it up. <br />Director Baird noted that the petition list is growing at a <br />great rate, and Public Works is having a hard time keeping up <br />with it. <br />Discussion ensued re various alternatives to accelerate this <br />program, such as bonding, etc., and Commissioner Bird suggested <br />we get Director Davis on a future agenda to discuss ways to <br />improve this program. <br />Director Baird emphasized that actually the only thing <br />involved is the seed money to start it, and then the assessment <br />money comes in. <br />Commissioner Bird concurred that the hold up is not the <br />shortage of funds, but the processing time, the planning, and the <br />actual construction. <br />Discussion continued re the positive benefits of the paving <br />program which eliminates the cost of maintenance and enhances a <br />neighborhood, and Chairman Scurlock felt possibly we should go to <br />23 p� <br />EP 1986 BOOK <br />3 <br />
