FF,_ I <br />SEP 9 1986 BoaK 65 Ftp c 6?4 <br />- Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region <br />The Hutchinson Island Planning & Management Plan <br />The Indian River County Code of Laws and,ordinances <br />The project is located in the Town of Indian River Shores. <br />Therefore, the focus of staff review is on potential County and <br />regional impact rather than site-specific impact; an in-depth <br />field inspection of the project site was not conducted. <br />Chapter 16Q-20 of the Florida Administrative Code sets para- <br />meters for private residential single docks located in the <br />Indian River Aquatic Preserve. Section 16Q -20.04(5)(b), Florida <br />Administrative Code, sets forth specific design standards and <br />criteria for private single docks. <br />Although the extent of any impacts are not fully known at this <br />time, there may be cumulative impacts of this and other dockage <br />projects proposed to be constructed along the Indian River upon <br />the Florida Manatee. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners autho- <br />rize staff to 'forward the following comments regarding these <br />projects -to the Florida Department of Environmental Regulation: <br />1) --The -Department of Environmental Regulation and other <br />appropriate agencies should coordinate with the D.N.R. to <br />determine if the proposed project is located in the Indian <br />River Aquatic Preserve and therefore subject to require- <br />ments of Chapter 16Q-20, Florida Administrative Code; <br />2)- The Department of Environmental Regulation and other <br />appropriate agencies should consider the potential cumu- <br />lative impacts of dockage projects upon the Florida <br />Manatee; <br />3) The Department_ of Environmental Regulation and other <br />appropriate agencies should evaluate the potential impact <br />of marina projects on ecologically significant submerged <br />bottomlands such as seagrass beds in the Indian River. <br />ON MOTION by Commissioner Bird, SECONDED by Com- <br />missioner Lyons, the Board unanimously authorized <br />staff to forward the above comments to the DER. <br />E.
