Fr- <br />S E P 1986 <br />BOOK <br />65 Pmir <br />-1 <br />660 <br />Acting Administrator Thomas <br />did not understand, <br />if the <br />arrangement <br />consultants did such a good job, why on three different occasions <br />he was given different figures starting at $58,000 and now <br />ranging down to $18,000. <br />Chairman Scurlock did believe the intent was to have a <br />minimum number of categories, and further, the methodology for <br />computing the fee was taken from three different counties. Any <br />time you have flexibility, it becomes difficult because you have <br />interpretation involved. He believed the Commission is <br />indicating that we would like to do it like Palm Beach County; <br />that we do not feel the golf course has a tremendous impact from <br />the traffic standpoint; and that we are saying we don't want to <br />have a $58,000 impact fee for golf courses. <br />Commissioner Wodtke pointed out that we must apply the same <br />criteria to all golf courses, existing and potential, and if we <br />make the fee tod Vow, we may lose in the long run. <br />Public Works Director Davis stated that it is really a <br />simple thing - there are only two ways to calculate, either based <br />---on acreage or on number of parking spaces, but the range in the <br />multiplier for the parking space- can go from 1.8 to 16.4. <br />In further discussion, it was noted that acres don't <br />generate traffic, and it was felt parking spaces make more sense <br />_in this case. <br />Commissioner Wodtke felt it is quite easy to figure out how <br />many people are going to play on the course, based on the length <br />of time it takes to play a round, etc. <br />It was agreed that staff will do a traffic count and come <br />back to the Board next week with their recommendation. <br />GOLF DIRECTOR FOR SANDRIDGE GOLF COURSE <br />Commissioner Bird noted that at the last meeting the Board <br />asked him to go back to the person he recommended for Golf <br />Director <br />of Sandridge <br />Golf <br />Course and <br />negotiate <br />a slightly <br />different <br />arrangement <br />than <br />originally <br />proposed. <br />He has done <br />40 <br />
