Baird; County Administrator <br /> FROM: <br /> Stan Boling, AIC Co unity Development Director <br /> DATE: March 15, 2016 <br /> SUBJECT: Consideration of Agency Report for FPL's Proposed Okeechobee Clean Energy <br /> Center (Power Plant) <br /> It is requested that the data herein presented be given formal consideration by the Board of County <br /> Commissioners at its regular meeting of Mach 22, 2016. <br /> BACKGROUND <br /> FPL(Florida Power&Light)proposes to certify,construct,and operate a combined cycle natural gas <br /> fired generating unit (power plant) to be known as the Okeechobee Clean Energy Center (OCEC <br /> Unit 1). The power plant is to be located in northeastern Okeechobee County near the Indian River <br /> County/Okeechobee County boundary approximately 1 mile west of"20 mile bend"and a little over <br /> 1 mile south of SR60(see attachment# 1). Although the plant facility itself will be located entirely <br /> within Okeechobee County, the plant will be accessed solely through Indian River County via an <br /> existing t1.2 mile private road that connects to SR60 within Indian River County. <br /> The plant is proposed to generate 1,600 megawatts of electrical power and is being reviewed under <br /> the state's Power Plant Siting Act. That act, found in Florida Statutes Chapter 403, provides a <br /> process for review by jurisdictional agencies and affected parties, and provides for public <br /> information and input on the proposedproject. The siting act review process is coordinated by the <br /> FDEP (Florida Department of Environmental Protection), includes a hearing conducted by an <br /> Administrative Law Judge resulting in a recommended order on site certification,and concludes with <br /> consideration of a final order on site certification by the Siting Board (Governor and Cabinet <br /> members). <br /> Indian River County is an affected jurisdiction(affected agency) in the proposed power plant's site <br /> certification review process. Based on guidance from the FDEP,the County's recommended action <br /> and any recommended conditions relating to the project are limited to the County's codes and <br /> comprehensive plan.
