0 <br />SEP 16 1956 BOOKg <br />U�R a p, FH,l1C 761 <br />. ao <br />Director Baird asked if this includes the items listed in <br />the above Cost Estimate, and Mr. Block confirmed that it did, <br />except for water, sewer, and paving of the parking lot and <br />entrance road. <br />Director Dean noted that representatives from P.W.R. are in <br />attendance this morning if the Commissioners had any questions. <br />He explained that P.W.R. Corporation is in Highland City, <br />Florida, which is in the Orlando area. P.W.R. is also the low <br />bidder on the IRC Housing Authority project, which is scheduled <br />to break ground within 2-3 weeks, and Farmers Home Administration <br />has given them good ratings on all the references they checked. <br />Chairman Scurlock asked about pre -qualification of sub- <br />contractors, and Mr. Block stated that he is qualifying the <br />drawing specifications and is looking to the general contractor <br />to do the job for a stipulated sum. <br />Chairman Scurlock understood then that we would be looking <br />to•the contractor to give us the complete facility, and whoever <br />he uses to complete the project would be at his complete <br />discretion. <br />Commissioner Lyons preferred to go with the third lowest <br />bidder, a very reliable local firm, and asked Attorney Vitunac if <br />we had the ability to do that. <br />Mr. Block felt that the difference of $47,000 between the <br />low bidder and Hensick 8 Sons was too great to ignore. <br />Attorney Vitunac recalled that when the City of Vero Beach <br />went with a firm that was not the lowest bidder, they were in <br />court for almost a year before eventually winning. However, in <br />that case, the low bidder had some problems. He advised the <br />Board to go with the low bidder unless there is some specific <br />reason why we feel they cannot do the job. <br />Chairman Scurlock believed that we must have a significant <br />reason to deviate from the low bidder, and he did not see that as <br />a possibility in this case. <br />28 <br />
