SEP 16 U6 6.5FrA.sr 769 <br />meetings so that we can receive plenty of input from everyone <br />involved. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Bowman, the Board unanimously (4-0) <br />approved the Professional Architectural/Planning <br />Service Agreement with Mayes, Sudderth and Etheredge, <br />Inc., of Orlando, Florida, with the compensation as <br />set out in the above memo, and authorized the <br />Chairman's signature. <br />AGREEMENT IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />DISCUSSION RE COUNTY FAIRGROUNDS <br />The Board reviewed the following memo dated 9/9/86: <br />TO: Board of County Commissioners <br />FROM: Charle i un c, County Attorney <br />DATE: September 9, 1986 <br />RE: FAIRGROUNDS <br />For the last several years :the Board of County Commissioners and the <br />Firefighters Association have cooperated in presenting a County Fair <br />at County -owned land on Kings Highway near Kiwanis-Hobart Park. To be <br />an authorized County Fair the County had to create a Fair Corporation, <br />pursuant to Chapter 616, Florida Statutes, and this was done (Indian <br />River County Fair Association, Inc.). <br />It is now appropriate to formalize the relationship between the <br />County, the Corporation, and the Firefighters Association. Pursuant <br />to that goal a meeting was held on September 4, 1986, in the County <br />Attorney's Office with Commissioner Bird; Wallace Rich, Chief of the <br />Bureau of Fairs and. Expositions for the State of Florida; Tommy <br />Thomas, Acting County Administrator; Joe Baird, OMB Director; Bill <br />Tripp, representing the Firefighters Association; and me. The <br />following recommendations were made: - <br />LEASE OF LAND & PROPERTY <br />1. There should be a formal lease between the Board of County <br />Commissioners and the Corporation for a term of years at a fair <br />market rent. This lease will determine whether the County or the <br />Corporation will build the necessary buildings and whether the <br />value of those buildings*will be included in the rental payments. <br />Construction needs to begin in October of this year so that the <br />36 <br />
