County's Engineering Dept. has said that he would be glad to take <br />on the development of a conceptual plan for the entire area. <br />Public Works Director Jim Davis felt that while staff could <br />look at traffic, parking, drainage, etc., it should be up to the <br />Recreation Committee and the Board of County Commissioners to <br />make policy decisions on what uses to provide in the Fairgrounds. <br />He wondered if the Board might be interested in getting some <br />outside help in regard to the basics of what a fairgrounds should <br />be, and Chairman Scurlock understood that Director Davis is <br />indicating that we don't have the expertise in-house. <br />Attorney Vitunac advised that the Fair Corporation can have <br />25 or more members, who are original subscribers, but there.is no <br />mention made in this law about directors. It states that these <br />subscribers select the officers to run the day-to-day affairs. <br />He felt that our Charter needs to be amended to fit this law and <br />that this would be an appropriate time to address the matter <br />because some of the 25 members have moved out of the county. <br />The Commissioners indicated their approval of the County <br />Attorney's recommendations. <br />TOWN OF ORCHID GROWTH MANAGEMENT AGREEMENT <br />The Board reviewed the following memo dated 9/10/86: <br />TO: The Board of County Commissioners <br />DATE: September 10, 1986 <br />SUBJECT: Town chid G owth Management Agreement <br />FROM: Char es P. Vitunac <br />County Attorney <br />Indian River County entered into an agreement with <br />the Town of Orchid in January, 1985 after the Governor and <br />Cabinet began the process of designating part of Orchid <br />Island as an area of critical state concern. The agreement <br />was part of an attempt to avoid that designation. <br />r <br />The 1985 agreement was to assure that "development <br />densities will be coordinated with road capacity to assure <br />that development will not, create traffic..." which exceeds <br />efficient and safe standards.
