• Let's go to our respective local legislative delegations and the Governor, and demand <br />legislative change that will stop the monopoly abuses of FMPA once and for all. Let's <br />pass legislation that will put FMPA under the regulation of the PSC. As I mentioned, if an <br />investor-owned electric utility were to come before the PSC asking for a rate increase to <br />cover the losses that FMPA has incurred it would be run out of town. <br />• I'd also hope that the City would march over to FMPA and make it clear that FMPA has <br />breached its fiduciary duty to the City, demand that its contracts be annulled , and seek <br />damages on behalf of its customers. Every City that has been harmed by FMPA's <br />appalling business practices should do the same. <br />• The City also should insist that FMPA get serious about allowing the City to sell its <br />system to FPL. City leaders agree that the sale is in the best interest of their citizens, and <br />of all ratepayers they serve. But they are being held hostage by an unregulated monopoly <br />that refuses to negotiate. <br />• Commissioners, I'll sit down now; but this audit should be a wake-up call not only to <br />those who manage FMPA, but also to every utility ratepayer whose rates have been <br />affected by FMPA's mismanagement. Let's not just sit back and complain. Let's make a <br />change and make a difference. <br />34). <br />
