The Board decides all issues concerning each project except for the ARP. Board members from <br />municipalities that do not participate in any FMPA power projects have one vote each; ARP participants have two <br />votes each; and the remaining Board members have 1.5 votes each. The ARP is governed by an Executive Committee <br />with each ARP member municipality that purchases power from the project appointing one Executive Committee <br />member. The FMPA's bond resolutions require that its rate structure be designed to produce revenues sufficient to <br />3 <br />5 <br />
