PLANNING AND ZONING COMMISSION RECOMMENDATION: <br />At its meeting of December 11, 2014, the Planning & Zoning Commission (PZC) voted unanimously <br />(6-0) to recommend that the BCC approve the special exception use and conceptual planned <br />development (PD) plan with staff recommended conditions. Staffs recommendation included a <br />condition that a 15' wide tree preservation area proposed by the applicant be increased to a width of 25'. <br />During the PZC hearing, several surrounding property owners expressed concerns about maintaining the <br />tree -lined street character of 46th Avenue, and expressed support of staffs recommendation to increase <br />the originally proposed tree preservation area width from 15' to 25' (see attachment #3). Consistent <br />with the recommendation from staff and the PZC, the applicant has now agreed to provide a 25' wide <br />tree preservation area which is now shown on the revised conceptual PD plan. <br />ANALYSIS <br />1. PD Area: <br />3.90 acres <br />2. Zoning Classification: RS -2, Residential Single -Family (up to 2 units per acre) <br />3. Land Use Designation: L-1, Low Density Residential -1 (up to 3 units per acre) <br />4. Residential Lots: 4 Single -Family Lots <br />5. Density: <br />6. Open Space: <br />Proposed: 1.03 units per acre <br />Maximum Allowed: 2.00 units per acre <br />Required: 40.0% <br />Provided: 87.0% <br />Note: Open space area consists of a portion of the Hampton Woods East stormwater management <br />area and private yards on the 4 proposed individual lots. <br />7. Utilities: The project will be served by County water and individual septic systems. Currently, <br />County sewer service is not available to the project site and is not required under County connection <br />requirements. The project includes a sanitary sewer sleeve (dry line) connection from 16t Street to <br />the northeast corner of the project site and necessary utility easements to facilitate a future <br />connection to sanitary sewer. Sanitary sewer service may become available and more feasible in the <br />future if sewer lines are extended closer to the subject site. <br />Prior to the PZC hearing, the County Utilities Department requested, and the applicant agreed, that <br />the initially proposed 7' wide utility easement along the north property line be widened to 10' in <br />order to accommodate a future sanitary sewer force main. During the PZC hearing, several <br />surrounding property owners expressed concerns about the proposed provision of electric service. In <br />response to those concerns, the applicant agreed to increase the proposed easement width to 15' and <br />noted that the electric service would be provided underground. Those changes are now shown on the <br />revised conceptual PD plan.
