SEP 2 3 1956 BOOK. 65 F"�r S16 <br />Chairman Scurlock's only problem with proceeding through the <br />t Code Enforcement Board was the length of the process involved <br />which can extend out for months. He did feel the Code Enforce- <br />ment Board is a good function, but wished we could find a more <br />streamlined mechanism. <br />Attorney Wilson did believe that most people respond to the <br />Code Enforcement Board orders quite quickly, and it is just those <br />few problem cases where people refuse where some other remedy is <br />needed. He did agree the quickest method would be to bring the <br />complaint before the County Commission for consideration and have <br />this Board order that bids be let out or that county crews clear <br />the lot and then place a lien. <br />Chairman Scurlock asked if we can't have an ordinance that <br />says after being sent notice you have "x" number of days to clean <br />your lot or appeal it, and if you don't.,we are going to do it for <br />you and we are going to bill you. <br />County Attorney Vitunac noted that is the way the City of <br />Vero Beach does it. <br />Commissioner Bowman did not believe this ordinance should <br />cover clearing trees, and Mr. Votapka noted that they are not <br />talking about trees; their complaint and concern is weeds. <br />Several members in the audience at this point displayed weeds <br />about <br />8' high, <br />and Commissioner <br />Bowman remarked that the <br />weeds <br />were dog <br />fennel and they <br />are a fire hazard. <br />Pauline Votapka requested that the Commission also take into <br />consideration the danger that these lots are so highly overgrown <br />that people with criminal intent could hide in them and you could <br />throw a dead body in there and no one would know. <br />Chairman Scurlock suggested that we direct staff to go ahead <br />and prepare for a public hearing on such an ordinance, and Com- <br />missioner Bird suggested consideration be given to making it <br />apply to build -out at a certain percentage or within so many feet <br />of an existing residence. <br />16 <br />
