SEP 2 3 1966 BooK N5 �4 . <br />off with the gas tax revenues and then prematurely pay off the <br />bond with impact fee revenues. <br />The Chairman stated that he would like to go ahead and <br />approve the contract with Boyle Engineering today, but would like* <br />the Administrator to review the funding as discussed. <br />The OMB Director confirmed that for this initial portion we <br />will be using the gas tax funds, but it can be paid back. <br />Chairman Scurlock felt we must establish a policy on where <br />we use gas tax fees and where we use impact fees and the other <br />optional revenues that come to us. <br />Commissioner Bird commented that he wanted to be sure on the <br />timetable we have tentatively developed that there will be <br />sufficient funds built up again in the gas tax fund to pay for <br />the project, and Director Davis believed there will be at the end <br />of the 2 year period between when we start engineering and when <br />we open the road to traffic. It will be a tight cash flow <br />situation, but he felt we can do it. He noted that they have not <br />considered any impact fee funding for the projects and agreed <br />that we should, but it is very difficult to speculate as to what <br />type of impact fees they will get in from districts because <br />sometimes they have to give right-of-way credits, etc. <br />Chairman Scurlock believed the Commission at some time must <br />also face up to the fact that we will have to use some funding at <br />some point to maintain our entranceways into our community. The <br />two major entranceways are not only not well kept and attractive, <br />they are ugly and overgrown, and the community deserves better. <br />He noted that he saw an individual at Vista Plantation using <br />their own tractor to cut the median strip, and he was not sure <br />what kind of liability that might involve. He felt we need to <br />set some policy on this and plan for the future. <br />ON MOTION by Commissioner Bird, SECONDED by Commis- <br />sioner Bowman, the Board unanimously (3-0)approved <br />the agreement with Boyle Engineering re Indian River <br />24 <br />
