S E p 3 0 1986 <br />BOOK 5 PACE. 935 <br />XVI. Summary of my evaluation of the C.A.D. system. <br />I was very impressed with the people involved. The current C.A.D. <br />system was extremely well designed and written and since the new <br />C.A.D. system will be essentially an updated version of the current <br />one I have very few reservations that they will produce a good pro- <br />duct. The C.A.R.E. system was the better product, I felt, and was <br />being utilized extremely well. <br />After over five hours of discussion with the people of St. Louis <br />County Police Dept., I drew the following conclusion which is the <br />same one I have always had and that is -the lack of any guarantee <br />that we will get anything for our money. I feel strongly that when <br />you use taxpayers money you do not have the latitude to enter into <br />risky ventures that you have when employing your own money or that <br />of a major corporation. <br />I presented this feeling to Mr. Turner and he concurred that there <br />was a certain amount of risk involved so we started to explore ways <br />to surmount this problem. <br />XVII. A recommended plan of action. <br />1. Indian River has in the hands of the Data Processing Committee a <br />S-130 Data General computer - 'an exact copy of what St. Louis County <br />is currently operating it's C.A.D. system on. This computer and it's <br />accessories which cost the County over $140,000.00 is scheduled to <br />be declared surplus since it was replaced by the Property Appraiser. <br />We have been assured it is in excellent condition by Mr. Nolte. <br />2. We could install this computer almost immediately in any acceptable <br />location to the Sheriff. <br />3. Mr. Turner has offered to give to the County the complete current <br />C.A.D. system plus complete documentation and assistance to install <br />it on the S-130. <br />4. The Sheriff can purchase a Data General W8000 for approximately <br />$65,000 that will run the C.A.R.E. system which Mr. Turner has also <br />offered to give to the County with documentation free of charge. <br />This MV8000 will serve as the backup computer to another MV8000 <br />when the new C.A.D. system is delivered, thus serving dual functions <br />and saving the County alot of money. <br />5. This pian will allow Indian River to develope it's GEO Data Base, <br />train it's operators to operate the new C.A.D. before delivery, <br />serve the dispatch and records management needs of the County while <br />we wait for the new system, utilize $140,000 worth of equipment <br />that is due to be scraped, purchase equipment that will not have to <br />be disposed of after one year, provide the County with an.excellent <br />records management system at no additional cost. <br />6. The above plan also removes all the risk in joining the consortium. <br />The commissioners will not be in a position of gambling with taxpayers <br />money because if the worst situation happens and no C.A.D. package - <br />is delivered, we will have excellent value in hand for the $32,000 <br />that was spent and our operational needs will not suffer. But on <br />the other hand, if every thing goes as planned, we will install the <br />new C.A.D. system in 1988 with a minimum of problems because we <br />will have a years' operations behind us which should produce a well <br />trained staff. The software that is being given to us has a market <br />value in excess of $100,000. <br />100 <br />
