Balczun SUBJECT: Guard Tower <br />County Administrator Indian River County Jail <br />Phase I <br />H. T. "Sonn Dean <br />FROM: Director REFERENCES: <br />General Services <br />At the time of design for Phase I of the jail project, there was not <br />any 'thought given to a need for a guard tower. Since then, the jail <br />Administrator and staff determined it is absolutely necessary to have <br />a tower constructed and strategically located outside the fenced area <br />adjacent to the recreation yard. <br />The general contractor has advised this writer that any change order <br />ifi his contract would necessitate an extension of time plus the cost <br />of construction. Since the general contract is close to expiration, <br />" and the pressure is on for completion, it is felt that an alternate <br />method of construction be recommended. <br />I have personally talked with W. R. Frizzell's project personnel, and <br />they have agreed to let Mr. Walt Swentzell, site representative, <br />supervise this project without additional cost. <br />Osceola County jail people were contacted in reference to a <br />prefabricated tower they had installed at their new jail site and the <br />cost exceeded $23,000. <br />Based on the need, and information as provided, staff recommends <br />approval of the project as submitted. Funds to construct the tower <br />will be taken from the construction contingency fund. <br />4 <br />
