- M M <br />request access onto 140th Street in the future. If the hospital <br />did make that request, the County would be in a position to have <br />the entire length of 140th Street paved. He emphasized that he <br />has seen a number of site plans turned down where there wasn't <br />sufficient R/W, and felt that it is entirely appropriate on this <br />County -initiated project to exclude 140th Street in the paving <br />project due to insufficient road R/W. In summary, Attorney <br />Collins stressed the points that the hospital is in an unplatted <br />area and does not have access to the subdivision. If there is <br />any development on the property after the sewer plant is removed, <br />that development will be entirely hospital related and will be <br />served entirely through access off of Bay Street or U.S. #1. <br />Under the scenario that has been presented this morning, his <br />clients maintain that since there is no benefit to them from the <br />proposed improvements, the hospital should not be included in the <br />assessment. <br />Commissioner Wodtke asked if the property owned by the <br />hospital could be sold at some time in the future, and Attorney <br />Collins confirmed that it could, but if the new owner wished to <br />have access onto 140th Street, he would have to come before this <br />Board for plat approval, and the Board would have the right to <br />obtain the necessary R/W and require other improvements or <br />extractions. <br />Fred Mensing, resident of Roseland, felt that the Board <br />would be setting a precedent by going ahead and paving a road on <br />35 feet and that the County should abandon the road or go ahead <br />and get a minimum of 60 feet of R/W in order to preserve the <br />neighborhood rather than trying to squeeze in a substandard road. <br />He urged the Board to take steps to obtain another 35 feet since <br />the hospital is not using any portion of this land and felt that <br />now is the time to get it. <br />41 <br />BOOT 6 PA's- 41 <br />
