r-, <br />CT 14 1986 SOAK 66 PAGE 44 <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, the Board unanimously closed <br />the Public Hearing. <br />Commissioner Bird understood there were three options on <br />140th Street: <br />1) To do nothing. <br />2) Pave it and access both sides, using existing R/W. <br />3) Pave it and assess only one side. <br />Director Davis did not feel it would be equitable to assess <br />only one side because he felt it could be'shown that paving would <br />be a benefit to both sides of the road if that owner elected to <br />use the road. With regard to not paving it, staff would not like <br />to see that option exercised, because that would result in 140th <br />Street being the only street left in the entire subdivision <br />requiring grading and it wouldn't be worth sending a grader all <br />that way for one street. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, that the Board approve the <br />assessment roll as recommended by staff, which in <br />effect assesses Humana Hospital for 6 lots. <br />Under discussion, Commissioner Wodtke asked if this assesses <br />the hospital on the property to the east, and Ms. Terry explained <br />that the property to the east consists of offices owned by a <br />separate group of doctors who are in favor of their being <br />assessed for the paving. <br />44 <br />--7 <br />
