OCT BOOK 66 54 <br />Future Land Use Pattern <br />The Comprehensive Plan designates 29.33 acres of Parcel #1 as' <br />Environmentally Sensitive (up to 1 unit/acre) and designates the <br />remaining 31.4 acres of parcel #1 as MD -1, Medium -Density <br />Residential 1 .(up to 8 units/acre). Moreover, the Comprehensive <br />Plan designates Parcel #2 and the land located west of the <br />subject property as MD -1. The land north of the subject property <br />is designated as LD -1, Low -Density Residential 1 (up to 3 <br />units/acre), and Environmentally Sensitive. The land south of <br />the subject property is designated as MD -1 and Environmentally <br />Sensitive. In addition, the Comprehensive Plan designates a 65 <br />acre tourist/ commercial node at the approximate intersection of <br />the Indian River and 49th Street extension. <br />The proposed rezoning would shift the existing commercial zoning <br />northward from the environmentally sensitive land to the existing <br />harbor area which was dredged and filled several years ago. The <br />proposed rezoning would also consolidate all of the commercial <br />zoning in the node in one area. The staff feels that this <br />proposed zoning pattern is far superior to the existing zoning <br />configuration in this area. <br />Transportation System <br />The subject property will have indirect. access to U.S. 1 and <br />North Indian River Boulevard (both classified as arterial streets <br />on the County's Thoroughfare Plan). The proposed rezoning is not <br />expected to generate any additional traffic over what would be <br />generated by development allowed under the existing zoning <br />pattern. <br />Environment <br />Approximately 29.33 acres of the subject property are designated <br />as environmentally sensitive. In addition, the subject property <br />is located in an A9 flood zone (elevations 5' and 61), indicating <br />an area within the 100 year floodplain. <br />Utilities <br />County water and wastewater facilities are not currently <br />available for the subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval- of this <br />two-part rezoning request. <br />54 <br />
