Bird REFERENCES: <br />Commissioner <br />Pursuant to the instructions of the Board, a meeting was held <br />with Sam Hunter, representing the Indian River County School <br />Board, Ralph Lundy, representing the Gifford Progressive Civic <br />League, Bruce Barkett and myself relating to the proposed Gifford <br />Community building. The purpose of the meeting was to identify <br />the responsibilities of the three entities with regard to the <br />planning, funding, and construction of the facility, and also to <br />consider future management plans and operating budgets. <br />At the meeting, the Progressive Civic League presented a list of <br />proposed responsibilities which they requested be considered by <br />the School Board and the Board of County Commissioners. The same <br />list was presented previously to the Board of County <br />Commissioners at a regular meeting. _ <br />Discussion ensued regarding the planning and construction of the <br />building, and it was decided that one of the initial steps should <br />be to identify any restrictions on the use of the PECO funds that <br />have been made available for the project, and in this regard it <br />was decided that Sam Hunter and Bruce Barkett should travel to <br />Tallahassee for a face to face meeting with the Department of <br />Education Office of Educational Facilities. Bruce and Sam did <br />make this trip and were informed that a building constructed by <br />the School Board on land leased from Indian River County <br />according to plans and specifications approved by the County, the <br />School Board and the Department of Education could be leased or <br />otherwise conveyed back to the County without restriction of any <br />kind by the Department of Education or by the School Board. In <br />other words, these funds are available for this purpose with <br />basically no strings attached other than that they be used for <br />-the Gifford Community Center. <br />With this information in hand, a second meeting with the above <br />parties was held on October 2, 1986 to continue discussions. In <br />the meantime, the School Board had proceeded to acquire the <br />services of Charles E. Block, Architect, to continue with the <br />planning and design of the facility. It has also been indicated <br />that Lloyd and Associates engineering firm has agreed to make a <br />considerable donation of their engineering services. <br />In meetings between Sam Hunter, representatives of the Civic <br />League, and Mr. Block, it was decided that the building, as <br />originally designed, should be expanded to include an additional <br />wing. The wing was shown on the original design as a future <br />expansion. The feeling was that with the proposed uses of the <br />building for additional educational purposes and potential <br />recreation uses, the additional wing would be needed at this time <br />rather than waiting until a future date, the thought being that <br />these educational and recreational activities would generate <br />funds from the School Board and the County Recreation Department, <br />thereby helping the Center support itself. Charles Block has <br />since indicated that this building will now cost approximately <br />64 <br />
