r � � <br />agreements, then it all ties right into the land development <br />process. <br />Chairman Scurlock wanted to make sure that they don't set <br />artificially low rates for these maintenance services in the <br />beginning because he did not want to see the homeowner's <br />association come back to the County after the project is finished <br />complaining about the high maintenance bills. <br />Commissioner Lyons agreed and suggested possibly setting up <br />a municipal special taxing unit for them. <br />Commissioner Wodtke felt that a MSTU would be a good option <br />for the homeowner's association, but -pointed out that it would be <br />difficult to determine the initial tax billing. <br />Planning & Zoning Commissioner Claude Kleckner advised that <br />after stating his opposition to the filling in of non-exempt <br />wetlands at the P & Z meeting of September 25th, he since has had <br />time to look into this and feels the -developer is really within <br />his rights. For that reason he did not vote against the <br />mitigation plan at the P & Z meeting of September 25, 1986. <br />However, he certainly_is not in love with it. He expressed his <br />- corrcerrr-about the maintenance after it is in the hands of the <br />homeowner's association, and wondered who will say what the <br />maintenance will be and how it will be done. He suggested that a <br />performance bond be posted to cover maintenance of the initial <br />construction for 5 years or until the area is stabilized, and <br />then in the future establish some sort of an escrow account for <br />which the homeowners association would be responsible. Mr. <br />Kleckner believed Grand Harbor would have a very good influence <br />on our county and was very pleased to see the effort the <br />developer has made to solve the various environmental <br />requirements. He pointed out, however, that when money has to <br />be cut and push comes to shove, the first areas to be hit are the <br />ecological areas, and that is the main reason for his suggestion <br />of the performance bond.
