DESCRIPTION & CONDITIONS <br />George Beuttell, an agent for Isabelle Beuttell, the owner, is <br />requesting to amend the Comprehensive Plan by redesignating 150 <br />acres located south of 8th Street, one-half mile west of 82nd <br />Avenue, north of 4th Street, and east of 90th Avenue from AG, <br />Agricultural (up to 1 unit/5 acres), to LD -1, Low -Density <br />Residential 1 (up to 3 units/acre). <br />On September 11, 1986, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is being used as a sod farm. North of the <br />subject property, across 8th Street, is undeveloped land zoned <br />A-1. East of the subject property is the West County <br />Sub -Regional Wastewater Treatment Plant and citrus groves zoned <br />A-1. South of the subject property, across 4th Street is a <br />citrus grove zoned A-1. West of the subject property is a <br />single-family residence and vacant land zoned A-1 and I-95. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />land east, south and west of it as AG, Agricultural (up to 1 <br />unit/5 acres). The land north of the subject property is <br />designated as MD -1, Medium -Density Residential 1 (up to 8 <br />units/acre). Since the Comprehensive Plan was adopted in 1982, <br />there -have -been -significant changes in this area. Since 1982, the <br />County has constructed. a wastewater treatment plant adjacent to <br />the subject property to. service the State Road 60 corridor. <br />Moreover, in July of 1986, the County amended the Comprehensive <br />Plan to redesignate approximately 80 acres of land located one <br />mile south of the subject property from AG to RR -2, Rural <br />Residential 2 (up to 1 unit/acre). Based on these changes and <br />the fact that the land north of the subject property is <br />designated as MD -1, the AG land use designation is no longer <br />appropriate for -the subject property. <br />Transportation System <br />The subject property has direct access to- 90th Avenue and 8th <br />Street (classified as secondary collector streets on the <br />thoroughfare plan), and to 4th Street (classified as a primary <br />collector street). The maximum development of the subject <br />property under RS -3 zoning could generate up to 3,150 average <br />annual daily trips. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />BOOK � <br />OCT 1 196 31 <br />
