He asked if an <br />independent district would be under our 10 mill cap, and Attorney V_ <br />Vitunac advised that it is outside that cap. <br />Mr. Mills agreed that House Bill No. 55 raises a very <br />serious policy issue, but there are different ways to accomplish <br />this, and now that there is this enabling legislation, he felt <br />this will be debated. He emphasized that our childr-an are- <br />tomorrow's <br />rm <br />tomorrow's taxpayers, and some way needs to be identified to deal <br />with their problems. He advised that in two of the counties who <br />are going to have a ballot for referendum, one did a mini needs <br />assessment, and the other county is looking at the period between <br />the time such a board would be created and the time they could <br />levy, and they plan to secure a loan from the County Commission <br />to start their planning process if the measure is passed and then <br />be ready when budgettime comes. - <br />Commissioner Bird noted that we are a very volunteer <br />oriented county, but in spite of our best efforts, he did believe <br />there are many needs of the young people that are wanting. He <br />a <br />did not want to create a vehicle, however, that would detract <br />from the United Way and the volunteer effort. <br />Mr. Mills stated that in Pinellas County they have not seen <br />that the Juvenile Welfare Board has any negative effect on the <br />fund raising ability of other agencies. <br />Commissioner Lyons pointed out that we are still getting <br />funding at Kiwanis-Hobart Park even though the County is spending <br />money there, and he felt the Friends of the Library still be able <br />to raise a good deal of money.
