obviously has had a great deal of success, what bothered him is <br />whether this isn't just another step by the state to walk out on <br />more of their responsibilities. He did agree we undoubtedly have <br />greater needs than have come to the Commission's attention and <br />was in favor of some type of situation to meet those needs, but <br />the way this is set up, the County Commission which has responsi- <br />bility on the taxing side, has almost no input. <br />Commissioner Wodtke's other concern was that the controlling <br />number of the Board in House Bill No. 55 consists of appointments <br />by the Governor. <br />Discussion continued at length about the Board's concerns, <br />and Chairman Scurlock did not believe we can reach any decisions <br />today and we have many items on today's agenda. <br />Mr. Mills felt it was not the intent of the local group to <br />present a proposal for any action today. He continued to <br />emphasize, however, that the future is important and children's <br />needs are a very important issue to be faced. <br />Commissioner Bowman believed before we move further we <br />should have a needs assessment, and wondered what agency would be <br />qualified. <br />Administrato.r Balzcun requested that the Board take no <br />action today and refer this back to staff. He stated that he has <br />considerable difficulty with House Bill No. 55 which would create <br />a district outside the control of those who create the district. <br />He further pointed out that the Bill states that "books of <br />account shall be kept by the board or its clerical assistants, <br />and the fiscal affairs of the board shall be exclusively audited <br />by state auditors.." <br />MOTION WAS MADE by Commissioner.Lyons, SECONDED by <br />Commissioner Bowman to refer the matter of creation — <br />of a Juvenile Welfare Board back to staff for a <br />recommendation. <br />- -6�'T 2 8 1986 25 BOOK 66 FAU214- <br />I_- <br />
