He stressed that the Commission does not want <br />to get involved in the day to day operations of the county and <br />the question of whether we have good or bad employees. <br />Other Board members agreed, and Commissioner Lyons pointed <br />out that we hire staff to give us the best possible advice. <br />Sometimes they agree with the applicant and with the Board and <br />sometimes they don't, and he did not want to see this change. <br />Commissioner Bird felt that anyone who has a problem with <br />staff should go through the proper channels to the Administrator, <br />and he will do whatever investigation he feels is called for. <br />Administrator Balczun stated that perhaps he and Mr. Mensing <br />can communicate on this later this week and try to resolve it. <br />Mr. Mensing returned to discussion of the paving of 129th <br />St. and stressed that he does not want to be the one to cause <br />this street to be paved as everyone on that street from Elaine <br />Street down to where it deadends objects to any paving. He wants <br />to be able to develop the subject property, but does not want to <br />have the County sitting there with the bond up to pay for 750 of <br />the paving and then saying let's go ahead with the paving and <br />jus -t cram it-dowh people's throats. <br />Chairman Scurlock inquired if Mr. Mensing was asking for a <br />waiver of the bond that would have to be posted. <br />Mr. Mensing felt a waiver and stipulate through some means <br />that the property is exempt from voting on a petition paving. If <br />the County is going to impact it at some point, he would suggest <br />that they impact the entire five acres, assess it and collect it, <br />but do not have the money sitting there. If the county wants to <br />leave it on the grader route, that is fine. <br />Discussion continued at length, and Planner Boling clarified <br />that there is no formal application yet; this is just what Mr. <br />- Mensing is planning the future. His property is off an unpaved <br />road-, and he either has to have it paved, get a petition paving <br />together, or get an assessment from the Commission for the entire <br />OCT 2 1986 <br />513 BOOK �6 F�1Gc 258 <br />
