REFERENCES: . <br />Public Works Director <br />DESCRIPTION AND CONDITIONS <br />During the November 4, 1986 meeting of the Board of County Commissioners <br />staff was directed to research the drainage problems in the subject area-- <br />On <br />rea-On November 5, a field inspection of the area revealed that 84th Stree-. <br />83rd Place, and Tropical Avenue are existing unpaved, shell roads with <br />definitive swales to adequately drain the area. <br />ALTERNATIVES AND ANALYSIS <br />Adequate right-of-way and excellent <br />topographic relief exist on <br />all <br />thre-- <br />streets. Swale drainage is needed <br />in the area. Swales did exist <br />son: <br />years ago, however, the road material has washed into the swales <br />and filled <br />them completely. If new swales are <br />constructed without paving <br />the <br />roads, <br />they will continue,, to be filled. <br />Approximately 1150 L.F. of <br />road <br />with <br />swales on each side is affected. <br />To solve the problem, paved roads with swale drainage is the long term <br />solution. Approximate cost to pave the 1150 L.F. of road and -construct <br />swale drainage is $28,750. This cost could be assessed on a front footage <br />basis. There are approximately 2,525.37 front feet on the three roads <br />involved. Under the County's Special Assessment Program, the cost to the <br />property owners would be approximately $8.60 per front foot. <br />The material on the unpaved roads has been washing into the US 1 curbing <br />and drainage system, thereby obstructing the flow. This problem enforces <br />the need to pave the roads. <br />There may be some residents fronting the roads who do not support paving. <br />RECOMMENDATION AMID FUNDING <br />It is recommended that the Roads and swales be constructed under the <br />Special Assessment Program. Funding to be from Fund 703- Petition Paving <br />Fund. <br />Chairman Scurlock noted that the process involves a public <br />hearing. He believed it would cost the lot owners about $600 <br />apiece, and felt a per parcel assessment might be more <br />appropriate than front footage because of the irregular shapes. <br />Director Davis advised that actually there are not too many <br />property owners involved as _quite a few own three or four lots. <br />Novi 8 1906 87 BOOK 66 FAUE457 <br />
