Nov -1 1936 <br />BOOK- '�j � � 5 <br />provide a basis to meet the new requirements, extensive addi- <br />tional work will be necessary to meet the State's mandate. As <br />with any planning project, the first activity which must be <br />undertaken is data collection and analysis. For that reason, <br />the staff has identified those activities as the work activi- <br />ties to be undertaken with the available DC.A grant funds. <br />The principal alternatives involving use of the DCA money are <br />whether to do the work in-house or to hire a consultant. It is <br />the staff's opinion that employing an additional staff person <br />on a temporary basis will be more productive than retaining a <br />consulting firm. The staff feels that the Planning Department <br />with the addition of a temporary staff person has the ability <br />to adequately undertake the referenced data collection and <br />analysis activities. <br />Besides the DCA entitlement funds, there is the possibility of <br />securing additional funding for an acceptable special project. <br />In terms of special projects, there are a number of alternative <br />activities which could probably qualify for special project <br />funding. Because of its controversial nature and its relation <br />ship to several required plan elements, the canal/right-of-way <br />issue was chosen by the staff as the activity with the best <br />chance for special project funding. To reflect the uncertainty <br />of funding -level and project approval, the staff has structured <br />the proposed special project into two components, each capable <br />of being done separately and each having a proposed project <br />budget of $15,000. <br />RECOMMENDATION <br />The staff recommends that the Board of County Commissioners <br />approve both the application for DCA grant funds and the <br />application for DCA special project funds and give the chairman <br />the authority to execute the grant application and the subse- <br />quent DCA/Indian River County Contract relating to the subject <br />grant applications. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bowman, the Board unanimously approved the <br />applications for DCA grant funds and DCA special <br />project funds and authorized the Chairman to execute <br />the grant application and subsequent contract with <br />the DCA relating to the subject grant applications. <br />• (CONTRACT WILL BE PUT ON FILE IN THE CLERK'S OFFICE WHEN FULLY <br />EXECUTED AND RECEIVED) <br />DRAINAGE PROBLEMS - SO.
