County in meeting this mandate, DCA, through Rule 9J-16, has <br />allocated $51,902 to Indian River County, an amount which must <br />be used to meet the comprehensive plan requirements and which . <br />must be expended by September 30, 1987. <br />°Comprehensive Plan Work Program <br />As a first step in meeting the County's new comprehensive <br />planning requirements, the staff has developed a preliminary <br />work program, identifying activities to be undertaken to meet <br />the planning mandate. A flow chart depicting in a generalized <br />manner this planning program and the relationships among <br />planning activities has been appended to this agenda item. For <br />each required plan element, a detailed work program has been <br />prepared and is currently being revised by the staff. <br />ODCA Grant Scope of Services <br />Based upon the staff's assessment of work program priorities, a <br />proposed scope of services for activities to be undertaken with <br />the available DCA grant funds has been developed by the staff. <br />Attached to this agenda item, that scope of services identifies <br />the specific activities to be undertaken and the work products <br />to be produced with the available grant. As noted on the scope <br />of services, the staff proposes to use the grant funds to <br />collect the necessary information and data and to compile <br />inventories required for plan preparation. <br />It is the staff's intention to do the proposed work activities <br />in-house, rather than retaining a consultant. To accomplish <br />this, the staff proposes to employ one additional staff planner <br />for the duration of the grant period. In this way, the staff <br />anticipates that all required data and information can be <br />collected, compiled, stored on the computer, tabulated, and <br />mapped. In addition, the staff feels that data analysis and <br />projection activities can also be substantially completed with <br />the available funds. <br />*Special Project <br />In addition to the entitlement funds available to the County <br />through the Department of Community Affairs, _there is an <br />opportunity to obtain additional money for special projects <br />that address special local problems which must be addressed in <br />the comprehensive plan. Although- $400,000 has been reserved <br />for special projects and bonus funds statewide, special project <br />awards are discretionary. Whether a particular project will be <br />funded and the amount of any funding will be determined by DCA <br />pursuant to an evaluation of special project applications. <br />The staff has identified several activities which, if undertak- <br />en, would meet the special project criteria. Of these, the <br />staff feels that the best project for which application could <br />be made would be a detailed analysis of right-of-way preserva- <br />tionalternatives on roadways abutting drainage district <br />canals. Not only is this a issue recently. raised by the <br />Planning and Zoning Commission and the Board of County Commis- <br />sioners, it is also an issue involving several required plan <br />elements, including future land use, traffic circulation, <br />drainage, and intergovernmental coordination. <br />ALTERNATIVES & ANALYSIS <br />Because of the requirements of the 1985 and 1986 planning <br />legislation, the County must do a considerable amount of <br />planning work in the next two and a half years.
