BOONE, ENGINEERING OP�TIONS MANAGER F$ <br />DIVISION OF UTILITY SERVICES <br />SUBJECT: 12TH STREET WATER MAIN PROJECT FROM <br />OLD DIXIE HIGHWAY TO 6TH AVENUE AND <br />COMMERCE AVENUE FROM 12TH STREET TO 10TH STREET <br />INDIAN RIVER COUNTY DIVISION OF UTILITY SERVICES <br />PROJECT NO. UW86-11-DS <br />BACKGROUND <br />On June 25, 1986, the Board of County Commissioners authorizec the <br />Division of Utility Services to solicit bids for major water s --tem <br />improvements along 12th Street from Old Dixie Highway to 6th A- .nue <br />and on Commerce Avenue from 12th Street to 10th Street. The oric :gal <br />construction costs estimate was $180,000.00 and an engineering fc of <br />$15,000.00, totalling.$195,000.00--for the total project cost. <br />As outlined in the related agenda item dated November 12, 1986, <br />several revisions to the original design increased the original <br />construction cost estimate to $296,000.00, with a corresponding <br />engineering fee of $21,600.00, for an estimated total project cost of <br />$317,600.00. <br />ANALYSIS <br />Bids for the subject project based on the revised design by Masteller <br />and Moler Associates, Inc. were received on November 6, 1986. <br />Coastline Utilities, Inc. of Port St. Lucie, Florida were the low <br />bidders at $261,373.50. Other bids received included Boyce Company <br />of St. Petersburg, Florida at $299,699.75; Jobear, Inc. of Melbourne, <br />Florida at $392,645.50; and Collee Mechanical of Vero Beach, Florida <br />at $399,942.50. <br />RECOMMENDATION <br />The Division of Utility Services recommends that the Board of County <br />Commissioners authorize awarding the bid for the subject project to <br />Coastline Utilities, Inc. in the amount of $261,373.50, contingent <br />upon the contractor submitting an approved surety consent form for <br />the subject contract. <br />Utilities Director Pinto advised the Board that this is <br />a project that was initiated because of the reconstruction taking <br />place on 12th Street all the way from Dixie Highway to 6th <br />Avenue. Because of the major reconstruction of the intersection <br />by the Public Works Department, we have been required to go in <br />and relocate some existing utility lines and at the same time <br />because our master plan dictates larger lines for future use, we <br />decided to go ahead and put them in.
