Chairman Scurlock wanted to make sure that -because we are <br />going through Masteller & Moler and not directly to this <br />particular consulting firm, that we are not putting another 10 or <br />15% on top, and Director Pinto assured him that it is a direct <br />pass through of the cost. <br />Director Pinto stressed that this study becomes more and <br />more important every day; we cannot proceed -without it, and it <br />also will provide us with valuable information as to what the <br />conditions are as far as the water table in relation to the <br />elevations on that sand ridge. <br />Chairman Scurlock believed that Planning & Zoning are <br />involved in researching and workshopping the coastal ridge, and <br />he felt this particular study will examine at least a portion of <br />that ridge and tell us how far we can cut down and still maintain <br />good effluent disposal capability. <br />Commissioner Bowman expressed her concern that they say the <br />results will not be definitive enough to use for purchase <br />negotiations. <br />Director Pinto explained that the study has two parts. They <br />have to do a certain amount of study to give us a fair indication <br />of what we are going to be able to perc on the property; however, <br />what their study shows as being what you can perc and what DER <br />ends up permitting are two different things. They are not <br />guaranteeing permitting at this stage; so, we have to move in a <br />two process situation where the first stage gives enough informa- <br />tion to allow us to negotiate with the property owner and reach <br />an agreement on price. The final purchase will be subject to us <br />being able to get DER permits to do what we have to do. There is <br />also the possibility that the study might stop us dead in our <br />tracks; the intent is to move step by step to see how far we go. <br />Commissioner Bowman noted that it also says that inasmuch as <br />this area already has been grossly disturbed, it may be necessary <br />to do more shots in the area; she assumed they will close the <br />test pits after inspection. <br />This was confirmed. <br />48 <br />Nov 18 198 BOOK �� FAtiE 413 <br />
