Florida <br />Dear Mr. Masteller: <br />Seaburn and Robertson. Inc. is pleased to present this <br />proposal to undertake a preliminary hydrogeologic assessment of <br />the "Fisher Property" in Indian River County, Florida. The <br />purpose of this study will be to 1) evaluate the site's capacity <br />to dispose of six million gallons per day (mgd) of secondary <br />treated effluent by land application. and 2) to estimate the <br />volume of the existing soil that could be removed from the site <br />without reducing its capacity below that required to accomplish <br />#1. <br />It is understood that the information generated by the <br />preliminary study will also be used to help estimate the value of <br />the land. In accordance with your request, we have structured <br />this feasibility study to keep the costs at a minimum until we - <br />are authorized to make a more detailed analysis of the site <br />conditions. Please be aware, however. that the results will not <br />be detailed enough to be used as a definitive basis for purchase <br />negotiations. Attached. please find a recommended Scope of <br />Services outlining our approach to this feasibility study. It is <br />estimated that these investigations will cost about $12,500, plus <br />the cost of a backhoe to excavate the test pits. and the <br />surveying. <br />The backhoe work can probably be accomplished in two days. <br />provided it is not too difficult to travel around the site. We <br />plan to excavate about 20 test pits to at least 10 feet. A <br />backhoe with an "extenda—boom" which can reach to nearly 15 feet <br />will be helpful. A very large "Drott" type machine can reach <br />deeper. but may prove too awkard to move around the land. <br />For the final. detailed studies on the property. a*l" — <br />100'. 1 or 2 foot contour interval topographic map will probably <br />be needed. At this stage, however. just some surveys to <br />determine the elevations and locations of the wet areas bordering <br />the property, the test. -pits and soil tests, as well as a few <br />topographic sections across the land should be sufficient. <br />If you wish us to begin these studies. please complete. sign <br />and return the enclosed Proposal Acceptance Sheet.
