NOV 18 1986 <br />600K 66 FA;E 428 <br />Assistant County Attorney Bruce Barkett gave a brief <br />history, noting that in 1985 the Legislature enacted the Coastal <br />Protection Act establishing a statewide coastal building zone in <br />which certain construction requirements were to be applied. We <br />adopted the Coastal Building Code, and then in 1986 the state <br />changed the requirements so that we now have to change our <br />ordinance. The changes in the new ordinance would include amend- <br />ing the coastal boundary description to reflect the new law and <br />the changes in the coastal construction control line which are <br />about to be adopted. If we adopt this, we will be basically in <br />conformance with Vero Beach; we will have clarified definitions <br />to agree with state law; and we will have amended the design <br />capacity for buildings to withstand 110 mph winds, not 140. <br />Commissioner Bird asked Building Director Rymer what adop- <br />tion of the amendment does to construction on the barrier island, <br />and Director Rymer advised that it will have practically the same <br />result as before. The 140 mph was for construction that was <br />seaward of the CCCL, and we didn't allow that anyway. <br />In discussion, it was believed that the adoption of the <br />proposed amendment will reduce building costs slightly, and <br />Director Rymer confirmed that we are back to the conventional <br />design for single family homes. For buildings over 60' there <br />would be a significant change, but our maximum height is 351. <br />The Chairman asked if anyone present wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Bird, SECONDED by Com- <br />missioner Eggert, the Board unanimously closed the <br />public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bowman, the Board unanimously adopted <br />Ordinance.86-76 amending the boundary description <br />of the coastal building zone, etc. <br />63 <br />
