McCoy Joy Miller <br />Staff Planner • JOHN <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of November 18, 1986. <br />DESCRIPTION AND CONDITIONS: <br />David Rever has submitted a request on behalf of All Florida <br />Communications to receive special exception approval for a pro- <br />posed 200' radio transmitter tower. The special exception request <br />was accompanied by a request for minor site plan approval which <br />was granted -by the Technical Review Committee at its October 7, <br />1986 meeting, contingent upon approval of the special exception by <br />the Board of County Commissioners. <br />Pursuant to Section 25.3 of the Zoning Code, Regulation of Special <br />Exception Uses, the Planning and Zoning Commission is to consider <br />the appropriateness of the requested use based on the submitted <br />site plan and the suitability of the site for that use. The <br />Commission then concurrently makes a recommendation to the Board <br />of County Commissioners regarding the special exception use and <br />acts on the submitted site plan. The County may attach any <br />conditions and safeguards necessary to assure compatibility of the <br />use with the surrounding area. <br />At their meeting of November 13, 1986, the Planning and Zoning <br />Commission considered All Florida Communications request. The <br />Planning and Zoning Commission voted to recommend to the Board of <br />County Commissioners that special exception approval of the tower <br />be given. <br />The site plan shows a 200' radio transmission tower to be located <br />at the northeast corner of 65th Street (South Winter Beach Road) <br />and 66th Avenue. The tower will be located in an existing grove <br />and will be set back no less than 220' from the property lines. <br />ANALYSIS <br />1. Total Parcel Size: 19.24 acres <br />2. Area of Development: 3,354 sq. ft. <br />3. Zoning Classification: A-1, Agricultural - <br />4. Land Use Designation: LD -1, Low Density Residential <br />(allowing up to 3 units/acre) - <br />5. Building Area: None <br />6. Traffic Circulation: The site will utilize a two-way marl <br />drive from 65th Street (South Winter Beach Road). A marl <br />roadway surface is permitted since the road will be utilized <br />infrequently.
