F7- <br />N ®Y 2 5 1986 BOOK 66 PA P. 49,3 <br />is the delay in the release of funds for the positions and <br />related computer hardware. <br />Commissioner Wheeler suggested that we delay putting in the <br />CAD system until it can be installed in the new building in order <br />to save double installation costs and then delay the hiring of <br />the additional personnel for a few more months. <br />Sheriff-'Dobeck explained that he needs to have the system <br />installed in the old facility in order to train personnel, and <br />pointed out that there is no great expense in having the <br />equipment hooked up once it is purchased. Sheriff Dobeck <br />recommended that the total cost of the system be placed into a <br />portion of -the bond that is being considered so that they could <br />go ahead and purchase the equipment now as it takes somewhere in <br />the neighborhood of 6-8 months to get delivery. <br />Chairman Scurlock advised that refinancing the $9.85 million <br />bond issue probably would not be feasible due to the current <br />spread in the interest rates and the changes in the new tax <br />reform laws. We are looking at new funding to come up with the <br />shortfalls on various other projects, and he felt that we are <br />going to have to sit down in the very near future and identify <br />our priorities because there is probably $6-8 million in requests <br />for additional funding. <br />Sheriff Dobeck emphasized that the equipment will not be a <br />recurring expense and that we have the opportunity now to make <br />this an item that can be put into the bond issue, whereas if it <br />comes to the Board next year, it will be a capital item. Going <br />ahead now would allow them to become operational, and they would <br />not need to come back for at least 10 years with requests for <br />hardware funding.
