reason to believe that the owner may be motivated to sell the <br />property in anticipation of the changing tax laws for 1987. <br />Commissioner Bird noted that if we reach an agreement for <br />more than the $2..5 million set aside by the State, we would have <br />to find a way to come up with the extra amount. <br />Chairman Scurlock understood that Mrs. Lowenstein has <br />offered to sell a piece of beachfront property for approximately <br />$1500 a lineal foot, which is a pretty good offer. He did not <br />know where we would come up with that money, but he felt that any <br />additional frontage we can acquire along that beach would be well <br />worth it, because they are not making any more of it. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bowman, the Board authorized staff to <br />offer $2.5 million for the purchase of the Howell - <br />Chapman parcel. <br />LIBRARY COMMITTEE REPORT <br />Commissioner Eggert explained that before Commissioner Pat <br />Lyons retired, he commented that instead of hiring a coordinator, <br />he felt that we need a consultant to draw up a building program <br />for the libraries. She reported that the Public Library Advisory <br />Committee voted to recommend that a consultant be brought on <br />board. <br />ON MOTION by Commissioner Bowman, SECONDED by <br />Commissioner Bird, the Board unanimously authorized <br />Commissioner Eggert and Administrator Balczun to come <br />up with a request for a proposal and bring it back to <br />the Board. <br />TRI -COUNTY COUNCIL OF LOCAL GOVERNMENTS AGREEMENT <br />The Board reviewed the following memo dated 11/24/86: <br />NOV 2 5 1986 59 BOOK 66 F'j'i GE <br />.:C. <br />
