Transportation Svstem <br />The subject property has direct access to oth Street (classified <br />as a secondary collector street on the Thoroughfare Plan). The <br />maximum development of the subject property under RS -3 zoning <br />could generate up to 371 average annual dai�v trips (AADT). <br />Environment <br />The subject property is not designated as environmentally, <br />sensitive nor isitin a flood -prone area. <br />Utilities <br />A County watermain runs along 8th Street. County wastewater <br />service is not currently available. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />The Chairman asked if anyone present wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Bird, SECONDED by Com- <br />missioner Eggert, the Board unanimously closed the <br />public hearing. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Wheeler, to adopt Ordinance 86-79 <br />rezoning the subject property to RS -3 as requested <br />by Laurel Builders. <br />Commissioner Wheeler believed this property is near the <br />school and he felt the whole area out there should be looked at. <br />Planner Shearer agreed, but noted that staff has been <br />hesitant to recommend rezoning for agricultural zoned lands <br />because many have agricultural exemptions and do not have <br />immediate plans for development. <br />Commissioner Wheeler asked if it is ag land that is produc- <br />tive or whether it is just sitting there waiting for the price to <br />go up so they can sell it and rezone it. <br />Planner Shearer felt that is hard to determine, and Commis- <br />sioner Eggert explained that the Comprehensive Plan says there <br />should be protection of agricultural zoning, and, therefore, <br />unless it is requested, staff has tended not to move on it as the <br />rezoning would affect the agricultural exemption. <br />33 BOOK <br />DEC 1986 <br />
