At full occupancy, the <br />dormitory will accommodate 72 students. The center will serve as <br />a residence for students attending the Correctional Officers <br />training program at Indian River Community College. <br />Pursuant to Section 25.3 of the Zoning Code, Regulation of Special <br />Exception Uses, the Board of County Commissioners is to consider <br />the appropriateness of the requested use based on the submitted <br />site plan and, the suitability of the site for that use. The <br />Planning Commission concurrently makes a recommendation to the <br />Board of County Commissioners regarding the special exception use <br />and acts on the submitted site plan. The County.may attach any <br />conditions and safeguards necessary to assure compatibility of the <br />use with the surrounding area. <br />On November 13, 1986, the Planning and Zoning Commission voted to <br />recommend approval of the Special Exception Use to the Board of <br />County Commissioners. The Planning & Zoning Commission also <br />conditionally approved the site plan noting special exception <br />approval by the Board of County Commissioners and the deletion of <br />a second phase of the dormitory as conditions for site plan <br />approval. In addition, although the staff had recommended that 80 <br />feet of R.O.W. be dedicated, as is required by County Code for a <br />secondary collector, the Planning and Zoning Commission declined <br />to require any right-of-way dedication as a condition of approval. <br />Special Exception Analysis <br />Section 25.1 of the Zoning Code, Regulations for Specific Land <br />Uses, details specific criteria to be considered when reviewing a <br />residential center group home for approval as a special exception <br />use.
