Existing Land Use Pattern <br />The developers of Grand Harbor are planning an office complex and <br />retail center on two parcels comprising 55 acres of land in the <br />northern section of the node. <br />Most of the existing uses zoned CG, General Cmmercial District, <br />are located between 45th Street and 47th Street. These uses <br />include the Brewer Electric Building, Mr. Miller's Lounge, a <br />vacant restaurant, a truck brokerage, a gasoline station, a bait- <br />shop, <br />ait-shop, and a fruit stand. <br />The property located south of 45th Street, zoned CH, Heavy <br />Commercial District, is occupied by several contractor's trade <br />buildings and warehouses. <br />There are also several large industrial establishments located in <br />the MXD, Mixed -Use District, on the west side of U.S. #1. These <br />include two citrus packing plants, a lumber yard, and a <br />warehouse. <br />Transportation System <br />The North Gifford Road/U.S. #1 Commercial Node has primary access <br />on U.S. Highway #1 (designated as an arterial on the County's <br />Thoroughfare Plan). The node also has secondary access on 47th <br />Street (classified as a local street) and 45th Street (classified <br />as a secondary collector street). <br />Environment <br />The node area is not designated as environmentally sensitive nor <br />is it in a flood -prone area. <br />TT+.; l , i., -- <br />An eight inch water main is located on the west side of U.S. 1 <br />north to 49th Street. County sewer facilities are not available <br />at the present time. However, this area is scheduled to be <br />serviced by a public sewer system within eighteen months. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends that the proposed <br />boundaries of the North Gifford Road/U.S. #1 Commercial Node be <br />approved. <br />Commissioner Bowman commented that the node is a very odd <br />configuration and she did not understand the enclave, and Planner <br />Goulet advised that the northern part of the node is the Grand <br />Harbor commercial sites; they were required to connect their <br />commercial so it all could be in the same node, and the strip is <br />necessary to connect those parcels. <br />Chief Planner Shearer noted that with a PUD, you often have <br />strange configurations for the commercial. <br />31 BOOK 66 Pvj�. 67Q <br />
