"A one hundred twenty (120) acre hospital commercial node <br />is located at the intersection of Roseland Road and U.S. #1 <br />adjacent to the existing hospital." <br />All of the property proposed for inclusion in the node is <br />presently zoned CL, Limited Commercial District; CG, General <br />Commercial District; or. MED, Medical District. The proposed <br />boundaries follow existing commercial zoning district boundaries <br />in all cases. <br />Existing Land Use Pattern <br />The uses which are located in the northern part of the node <br />include a bowling alley, a gas station and auto body shop, an <br />auto parts store, a motel and lounge, a barber shop, a real <br />_.estate office, an office plaza, and a retail center zoned CL. <br />A hospital and several medical office complexes are located in <br />the central portion of the node which is zoned MED. The southern <br />part of the node is occupied by Riverwalk Shopping Center, <br />Roseland Shopping Center, a Zippy Mart convenience store, and a <br />small office building which are zoned CG. <br />Approximately 50 acres within the proposed boundaries for the 120 <br />acre Hospital/Commercial Node are presently vacant. <br />Future Land Use Pattern <br />The node area is not designated as environmentally sensitive nor <br />is it located in a flood -prone area. The node is located on the <br />coastal sand ridge, which is characterized by excessively well <br />drained soils, and serves as a primary aquifer recharge area. <br />TTti 1 i ti Pc _ <br />County water and sewer facilities are not available in the node <br />area at the present time. However, the County is in the process <br />of developing plans for a regional wastewater treatment plant for <br />the North County. - <br />Transportation System <br />The primary means of access to most of the property located in <br />the node area is U.S. #1 (classified as an arterial on the <br />Thoroughfare Plan). Several properties also have access to <br />Roseland Road (classified as a primary collector) and N. Indian <br />River Drive (classified as a local street). <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends that the proposed <br />boundaries of the 120 acre Hospital/Commercial Node be approved. <br />The Chairman asked if anyone present wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously closed <br />the public hearing. <br />D E C 1 `�� 43 Booc�,, <br />
