Shearer, REFERENCES: <br />Chief, Long -Range Planning <br />" It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of December 16, 1986. <br />DESCRIPTION & CONDITIONS <br />The County is initiating a request to rezone approximately 15 <br />acres located on the north side of Oslo Road and approximately <br />one-quarter mile west of 27th Avenue from RMH-6, Mobile Home <br />Residential District (up to 6 units/acre), and RM -3, <br />Multiple -Family Residential District (up to 3 units/acre), to <br />RM -6, Multiple -Family Residential District (up to 6 units/acre); <br />and to rezone approximately 5 acres located 600 feet north of <br />Oslo Road and approximately one-quarter mile west of 27th Avenue <br />from RMH-6 to RS -3, Single -Family Residential District. <br />On January 14, 1986, the Board of County Commissioners held the <br />first of two required public hearings on the nonresidential <br />zoning conversion ordinance. At that public hearing, several <br />individuals who owned property on the north side of Oslo Road <br />objected to their property being rezoned from C-1, Commercial <br />District, to RM -3 because they felt it would be unfeasible to <br />develop the property at that density. The Board did rezone the <br />property to RM -3 on January 29th. However, the Board instructed <br />the staff to initiate a Comprehensive Plan amendment request so <br />that the Board could later consider rezoning properties in this <br />area from RM -3 to RM -6. <br />On July 29, 1986, the Board of County Commissioners amended the <br />Comprehensive Plan to increase the allowable residential density <br />from three to six units per acre in the west part of the Oslo <br />Road MXD, Mixed -Use District. <br />On November 13, 1986, the Planning and Zoning Commission voted <br />6 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property consists of three parcels of land which are <br />undeveloped. However,. the middle parcel of land which extends <br />one-quarter mile north of Oslo Road, is the site of a proposed <br />mobile home park which received site plan approval several years <br />ago and was never completed. The owners of this property <br />installed some roads but have abandoned the idea of developing <br />this property for a mobile home park. North of the subject <br />52 <br />
