The equipment initially recommended by NWS was the <br />data Set 202T and 475 Printer with associated assembly items. <br />Documentation was provided to the County Commission as well as a <br />contract from AT&T resulting in commission approval which was <br />forwarded to AT&T along with Warrant #06004 in the amount of $25.00 <br />per the contract on August 22, 1986. On September 30, 1986, Jim <br />Metcalf from AT&T advised by phone that the 475 printer originally <br />recommended had been determined to be improper for this type of <br />assembly configuration and the 5310 printer would have to be <br />utilized. On November 14., 1986, a new contract was received from <br />AT&T specifying the required equipment for NWS upgrade. <br />The new contract was submitted to Jim Wilson, Assistant County <br />Attorney, on November 24, 1986, and approved as to form and legal <br />sufficiency on November 28, 1986. He recommended the matter be <br />placed on the consent agenda inasmuch as only minor changes are <br />involved and the Board of County Commissioners had already approved <br />and executed the prior contract. <br />The contract difference, other than equipment nomenclature, amounts <br />to $159.84 less in the new contract. The interest rate has slightly <br />increased from 12.300% to 12.305%. The monthly payment has been <br />reduced from $80.03 to $75.59 plus $25.50 monthly maintenance charge <br />or a total of $101.09 over the term of 36 months. At this time the <br />equipment would be owned by the County and the only cost would be <br />the maintenance payment each month. <br />The RCA weather data equipment currently in use will be removed by <br />RCA per recent discussion with company representatives. Current <br />cost for the RCA weather equipment is $87.00 per month. <br />No additional staff will be required to operate the NWS weather <br />equipment. Sufficient funds have been budgeted for the payment <br />schedule. The private line cost however, has increased from $178.74' <br />tQ $243.14 per month or an additional $48.30 per month effective <br />as of October 1, 1986 (see memo dated 11-20-86). The notice of <br />increase was received on October 20, 1986. Transfer of funds by <br />line item will be required to cover this unexpected increase during <br />the budget year. <br />Recommendation: <br />It is recommended the new AT&T contract be placed on the consent <br />agenda authorizing the NWS weather equipment upgrade. Without <br />this upgrade, Indian River County will be unable to receive weather <br />data since current RCA equipment is limited to 300 bits per second. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bowman, the Board unanimously approved the <br />new AT&T contract authorizing the NWS weather equip- <br />ment upgrade and authorized the signature of the <br />Chairman. <br />7 BOOK 66 PA:U-E 646 <br />
