D E C 16 <br />1986 <br />BOOK <br />Commissioner Wheeler pointed <br />out that the School <br />Board <br />w. <br />already is participating in their schools with many community <br />activities, and he felt it is a better extension of the School <br />Board's function. <br />The Chairman and Commissioner Bird agreed but doubted you <br />could convince the School Board of this. <br />Commissioner Bird felt that Attorney Barkett needs some <br />direction in regard to starting work on some of the agreements. <br />He believed we certainly do not want to risk loosing $250,000 <br />from the state. <br />Chairman Scurlock felt we need to be making the decision <br />whether or not we want to let them build this building and then <br />give it back to us. He personally did not want it back. It is <br />the School Board's PECO funds, and he did not see why we should <br />get another albatross back. <br />Commissioner Eggert concurred that she also would just as <br />soon not have the building back, but she did feel we have a <br />responsibility to the Gifford community. <br />Commissioner Bird believed the grant was a total surprise to <br />the School Board. The Progressive League feels they are capable <br />of operating and maintaining this building once it is completed, <br />and he did not believe they particularly care where the building <br />is leased from. <br />Discussion continued at length as who should own the <br />building once it is constructed, the reverter clause to the Town <br />of Indian River Shores, the possibility of the community center <br />generating some revenue, whether the county should be involved at <br />all, etc. <br />Attorney Vitunac advised the Board that it is perfectly <br />possible for the county to give a quit claim to the Town of <br />Indian River Shores and let the Town give the property to the <br />School Board with whatever conditions they want, and we would be <br />totally out of it. <br />82 <br />M M M <br />
