Chairman Scurlock asked if he understood the land develop- <br />ment permit is not ready to be issued, and Public Works Director <br />Davis advised that his staff has reviewed the application, <br />commented on it, and requested additional information. Grand <br />Harbor has responded and staff has reviewed their response and is <br />in the final stages of developing some conditions. They are not <br />100% ready. <br />Question arose as to whether this discussion should be <br />continued or whether this would have to be a regular agenda item <br />with complete backup. Director Keating commented that staff's <br />impression was that when they were ready, they would do a backup <br />agenda item and put it on the Consent Agenda. Grand Harbor was <br />under the impression that it.would simply require a verbal <br />report. <br />Staff Planner Stan Boling pointed out that the land <br />development portion they are looking'at is for the uplands area <br />and does not involve the estuarine system area. <br />Commissioner Bowman wished to know if the items that have to <br />be referred to the Regional Planning Council are concerned with <br />the uplands. <br />Staff confirmed that they are, and the Chairman wished to <br />know how Grand Harbor can close on a loan if they do not have all <br />these things complete. <br />Attorney Henderson came before the Board representing Grand <br />Harbor. He explained that while there are some items pending <br />with the Treasure Coast Regional Planning Council, the Council is <br />moving their offices this week, and it has been almost impossible <br />to reach them. He believed the Planning Council has all the <br />information they need from Grand Harbor to sign off. Attorney <br />. Henderson explained that Grand Harbor is trying to time the <br />issuance of the permit with some pending loans on the project; <br />the loan closing actually started yesterday and was postponed <br />until today for this item and was being rescheduled for tomorrow. <br />The timing is tight. <br />85 <br />s <br />BOOK. <br />
