DEC 16 IS66 BOOK 66F'A F 7?5 <br />Chairman Scurlock asked if it can't be postponed further, <br />and Attorney Henderson felt it could but it would pose some <br />pretty severe problems for the developer. He stressed that it <br />was their impression that the Board simply had stated that they <br />would like to be informed when the permit was ready for issuance. <br />Chairman Scurlock believed that Director Davis has said that <br />everything is not ready, and Attorney Henderson believed Director <br />Davis is saying they would issue a permit with conditions. <br />Director Davis advised that (1) they do not have a sign -off <br />from Utilities yet, and (2) they don't have a signing and marking <br />plan for the roadways or a DOT permit. Staff feels they can <br />issue the permit prior to those items, but would like to have a <br />30 day timeframe established for their submittal. They also have <br />a minor question on some drainage calculations, but feel that can <br />be resolved. These are the type items that are involved. <br />Planner Boling explained that the items the Treasure Coast <br />Regional Planning Council wants to look at are the littoral zones <br />for the fresh water lakes and a maintenance plan agreement re the <br />estuarine system. We have a verbal comment from them but nothing <br />in writing. <br />Chairman Scurlock inquired what approving this today would <br />allow the developer to do, and Planner Boling stated that, as <br />regards work on the site, actually nothing because a land <br />clearing permit has to be issued after this; they would just be <br />allowed to close on their loan. <br />Chairman Scurlock inquired why the closing is contingent on <br />the land development permit, and Attorney Henderson explained <br />that most of these type loans require the issuance of building <br />permits; these are construction loans on two multi family <br />projects, and the loanor is requiring that the land development <br />permit,be issued. <br />Attorney Barkett clarified that the lendor is aware the <br />Board wanted to keep tabs on how the project is proceeding and <br />wants to make sure the Board is not going to stop it from pro- <br />ceeding.
