Chairman Scurlock asked what percentage of the people belong <br />to the association, and Mr. Davenport advised that out of 213 <br />lots, there are 98 members, and those members are 3-1 in favor of <br />taking this last step to establish the district. He urged the <br />Board's approval. <br />Mr. Ballard disputed that the claim that 500 of the <br />residents are in favor of the taxing district. <br />Commissioner Wheeler asked how Mr. Ballard's petition was <br />worded, and Mr. Ballard explained that the ballot contained some <br />misinformation because he had misunderstood some of the estimated <br />figures. <br />Commissioner Bowman asked him if he went back and told the <br />people that he had made a mistake on the figures. <br />Mr. Ballard confirmed that he had, but admitted that out of <br />the 90 ballots he sent out, only 25 people replied. <br />Commissioner Wheeler suggested Handling this in the same way <br />as a paving assessment, and Chairman Scurlock explained that we <br />chose to go with a per parcel charge for many reasons, but he <br />really agreed with Commissioner Bird about these matters going <br />through the County Administrator's office before any money or <br />staff time is spent in preparing budgets and ordinances. <br />Commissioner Bird felt that if both sides can see that <br />Director Baird's figures are correct, then they can sign their <br />petitions and come in at another public hearing. <br />Mr. Davenport believed they had complied with that criteria <br />and pointed out that many members are in attendance this morning. <br />Chairman Scurlock asked how many in attendance were in favor <br />of the street lighting taxing district, and approximately 10 <br />people raised their hands in favor and 2 in opposition. <br />Attorney Vitunac pointed out that if the ordinance is not <br />passed today, it would delay the tax rolls for an entire year. <br />Celso Perez, 1945 6th Avenue, S.E., stated that he has <br />attended many meetings and at every meeting, the association has <br />approved the issue.
