JAIL 1987 Boor, 66'81-5 <br />Commissioner Bird commented that he has been reading in the <br />papers that the City feels since they will generate the majority <br />of the money, they should have more say-so. <br />Chairman Scurlock advised that the indication he got from <br />City Manager John Little was that the City will push to have the <br />money actually collected in the City used for beach renourish- <br />ment, but they would not object to us setting our priorities and <br />spending those monies generated within the unincorporated areas <br />as we want to. The Chairman believed the projections are that <br />55% of the tax would be generated within the City of Vero Beach <br />and the remaining 45% would be generated in the unincorporated <br />area of the county, including the other municipalities. <br />Chairman Scurlock reminded the Commission that Cubit <br />Engineering and our Beach Preservation Committee have been moving <br />ahead with the Coastal Management Plan, which would certainly <br />incorporate beach nourishment as well as all the other management <br />techniques which are available and give us an overall plan as <br />well as a mechanism to fund.it, and that report is due sometime <br />in January. He further noted that the tax requires development <br />of a two-year budget, and there will be ample time to modify <br />those budgets as to our approach each year. He felt the City <br />probably has some good thought in this in wanting to use their <br />money, at least in the initial stages, for beach nourishment, and <br />as long as the other dollars are spent in the priority areas we <br />establish, felt we probably should go along with it. The <br />Chairman noted that when he served on the City Council and a <br />Northeaster came rolling in, as they generally do annually, they <br />would get the trucks moving and send in sand to protect the <br />parking lots and beach structures, and he believed an emergency <br />fund of that nature would be warranted. <br />Commissioner Eggert agreed with some type of emergency fund, <br />but did not want to see beach renourishment as the main priority <br />of a Tourist Tax.
