Chairman Scurlock stated that Michael Wright did not <br />authorize anything. What happened is that he, himself, indicated <br />to the Mayor of Fellsmere that the Commissioners' feeling wa-s to <br />work with them on a special assessment because they are so small <br />and they could contract for legal service and other financial or <br />engineering expertise from the County. The thought process was <br />that as part of the special assessment that was drawn up, some of <br />those costs could be recouped. He stressed that it is not free <br />service, it is just less expensive service. In other words, when <br />they do the special assessment they could include several <br />thousand dollars to cover the costs of the attorney's time and <br />Director Baird's time. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bowman, the Board unanimously <br />authorized the use of County staff to assist Felismere <br />in the special assessment for their road paving <br />program. <br />LEGISLATIVE DELEGATION MEETING <br />Intergovernmental Relations Director Tommy Thomas advised <br />that the Legislative Delegation will be meeting in Vero Beach on <br />January 28, 1987, and will be discussing the abolishment of the <br />Town of Orchid. The Planning Department has prepared visual aids <br />and maps for the presentation, and he invited all the <br />Commissioners to attend. <br />Director Thomas further advised that the State has budgeted <br />$400,000 in library funding for Indian River County - half for <br />Sebastian and half for Vero Beach. However, the funds are to be <br />. appropriated at a later date and the Delegation can really assist <br />us on this.
