JAN <br />1 <br />7 <br />Boos�cr <br />-7 <br />Attorney Rabin again emphasized <br />the difference in <br />the <br />requirements of a standard subdivision and a PRD. He admitted <br />that with a standard subdivision, they would get a slightly <br />larger lot, but felt they would be losing a lot in return. He <br />stressed that the developer actually would make more money with a <br />standard tract subdivision than with the PRD project. <br />Planner Boling pointed out that staff is recommending County <br />water and wastewater on both the standard subdivision and the PRD <br />and emphasized that the Utilities Department has the authority <br />under our ordinances to require hookup to wastewater. <br />Attorney Rabin again pointed out staff's recommendation for <br />approval of the PRD, and urged the Board to make a non-political <br />decision based upon the best information available. He stressed <br />that Ralmar has designed the development to the benefit of the <br />neighborhood, not the detriment of the neighborhood. <br />Bill Tipton, President of Tipton Associates, Inc., traffic <br />and transportation engineers in Orlando, stated that the traffic <br />analysis they did for Ralmar shows that 78 units in the PRD would <br />generate at peak hours 49 cars inbound and 29 cars outbound and <br />they added these figures to those for the new Kingswood Estates <br />Subdivision and the existing counts for 16th Street. He <br />explained that their figures do not include any approximate <br />figures for vacant land because at this point of time they don't <br />have the densities. <br />Chairman Scurlock suggested that they could have projected <br />the figures on the densities that are there now, and emphasized <br />that the County bases their projections on figures at buildout <br />because that will be the total impact on the roads. <br />Mr. Tipton explained that the final analysis would come when <br />additional projects come on screen. They analyzed the inter- <br />sections at Kings Highway and 43rd Avenue and feel that both <br />intersections are operating at a very satisfactory level of <br />service at present. <br />40 <br />
