M M <br />Chairman Scurlock recalled that back in 1980 when the Board <br />approved this, the thought was this was an adjacent piece of <br />property that really had not cost Indian River County anything_,_V—_ <br />and it would allow the cemetery to expand on that 18 or 19 acres, <br />and would serve the public interest. Now, he felt that there is <br />a potential of the County having to go out and spend $200,000 in <br />order to secure this 19 acres for this purpose. Chairman <br />Scurlock emphasized that he was not interested in going out and <br />spending $250,000 to obtain another piece of property. He asked <br />if there was a maintenance agreement that people enter into to be <br />buried up there. <br />Assistant County Attorney Bruce Barkett advised that there <br />is no file on this matter. <br />Glen A. Strunk, 3895 Indian River Drive, explained that way <br />back when an indigent died at the train station, he was buried in <br />the cemetery at no cost, and no one has paid since then. He <br />believed that the people of Winter Beach who have friends and <br />relatives buried there have donated money for this care, and <br />stressed that through the years this cemetery has saved a sub- <br />stantial amount of money for the county by burying indigents at <br />no cost, and now the cemetery is running out of space to bury <br />local people. <br />Attorney Vitunac felt that if.the County wants to help the <br />cemetery, then perhaps we could purchase some land nearby that is <br />not covered by a federal reverter and is not part of our park <br />system. <br />Chairman Scurlock asked if the property off of Oslo Road <br />that we are considering acquiring would comply with the federal <br />government requirements, and Attorney Barkett felt an analysis <br />would have to be done to determine whether it has equal monetary <br />and recreational value. In addition, it would have to be <br />similarly situated in the county so that an equal number of <br />people have access to it and has topography that is compatible <br />with recreational uses. <br />95 <br />JAN13 1987 L'�UP i9 Ars y <br />
